- The order becomes effective at 11:59 p.m. on April 30, 2020 and remains in full force and effect until 11:59 p.m. on May 29, 2020.
- Pursuant to the Order, all businesses and operations in the State, except as defined in the Order, are permitted (and are encouraged but not required) to reopen as long as all workplace safety standards are met.
- Businesses and operations are required to comply with Social Distancing Requirements as contained within the Order.
- Stay at home or place of residence requirements continue except as permitted in the Order.
- All public and private gatherings of more than 10 people are prohibited except for limited purpose permitted by the Order.
- Facial coverings (masks) must be allowed to be worn by customers, patrons, visitors, contractors, and similar individuals with few exceptions.
- Facial coverings are also required for all employees with limited exceptions. Businesses must provide written justification, upon request, explaining why an employee is not required to wear a facial covering in the workplace.
- Medical providers, including dentists, may resume non-essential surgeries and procedures.
- Manufacturing, distribution and construction businesses may reopen on May 4, 2020, subject to Sector Specific COVID 19 Information and Checklist for Businesses/Employers set forth in the Order.
- General office environments may reopen May 4, 2020, subject to Sector Specific COVID 19 Information and Checklist for Businesses/Employers set forth in the Order.
- Retail businesses may reopen May 12, 2020, subject to Sector Specific COVID 19 Information and Checklist for Businesses/Employers set forth in the Order.
- Closed businesses and operations are required to stay closed including schools (K-12), restaurants and bars, personal appearance/beauty, adult day support and day care, child care services, entertainment/recreation/gymnasiums.
- For those businesses which are not permitted to open, minimum basic operations may be carried out.
- The Order requires social distancing, COVID-19 information and checklists for businesses/employers, and sector specific information.
- The Order retains the Dispute Resolution Commission to resolve disagreements between the various local health departments.
